Does God hear the prayers of people who are not Christians?
The short answer
Yes, God hears the prayers of people who are not yet Christians, and the clearest picture is Cornelius, whose prayers reached God before he had heard the gospel. Hearing is not the same as the covenant promise given to God's people in Christ, and Scripture warns that a life set against God blocks prayer. But no one who turns toward God in honesty is ignored by him.
The fuller answer
Yes, and the book of Acts gives the story in plain terms. Cornelius was a Roman officer in Caesarea, a God-fearing man who prayed regularly and gave to people in need, but he had not yet heard about Jesus. An angel told him his prayers and gifts had come up before God, and God then sent Peter to him with the gospel. God did not wait for Cornelius to get everything right before he listened. He heard a seeking man, and his answer was to send him the truth about Jesus.
He and all his household were devout and God-fearing. He gave generously to the people and prayed to God regularly.
Acts 10:2 (BSB)
Other passages fill out the picture. The Psalms say God is near to all who call on him in truth, and that he fulfils the desire of those who fear him and hears their cry. Peter writes that God's eyes are on the righteous and his ears are open to their prayer. None of this turns prayer into a lever anyone can pull for anything they want. It describes a God who is attentive, who notices the cry of people who are reaching toward him, even before they know his name properly.
The LORD is near to all who call on Him, to all who call out to Him in truth. He fulfills the desires of those who fear Him; He hears their cry and saves them.
Psalm 145:18-19 (BSB)
One verse needs reading carefully. In John 9 a man healed by Jesus says that God does not listen to sinners, but listens to the one who worships him and does his will. He was a new believer arguing with religious leaders, not laying down a complete doctrine, and his words still carry a real warning. Scripture elsewhere says cherished, unrepented sin hinders prayer. Hearing in the sense of God's attention is wide. Answered prayer as God's children enjoy it comes through belonging to him.
And this is the confidence that we have before Him: If we ask anything according to His will, He hears us.
1 John 5:14 (BSB)
So the honest answer has two sides. God hears the outsider who cries to him, and the prayer God delights to answer from anyone is the prayer for mercy and truth, the prayer that leads to Jesus. If you are not a Christian and you pray, pray that prayer honestly and keep listening. And if you are a Christian praying for someone far from God, Cornelius is your encouragement. God heard him before Peter ever knocked on his door, and God was already at work.
