When do Christians receive the Holy Spirit?
The short answer
At conversion, when a person hears the gospel and believes. Paul tells the Ephesians that in Christ, having heard and believed the word of truth, they were sealed with the promised Holy Spirit. The Spirit is not a second stage reserved for a spiritual elite. He is the seal of everyone who belongs to Jesus.
The fuller answer
Paul's sentence to Ephesus runs in one direction: in him you also, having heard and believed the word of truth, the gospel of your salvation, were sealed with the promised Holy Spirit. Hearing, believing, sealing. No gap is described, and no second class of Christian, those with the Spirit and those still waiting, appears anywhere in the letters.
And in Him, having heard and believed the word of truth—the gospel of your salvation—you were sealed with the promised Holy Spirit,
Ephesians 1:13 (BSB)
That fits Jesus's promise. He told his disciples he would ask the Father, and the Father would give another Advocate to be with them forever. The promise was made to the disciples as believers, and Acts shows it landing at Pentecost and then extending to everyone who repents and believes, in Jerusalem, in Samaria, and in a Roman officer's house in Caesarea.
And I will ask the Father, and He will give you another Advocate to be with you forever—
John 14:16 (BSB)
Churches differ over the language of being filled with the Spirit and over how his gifts are exercised, and those differences are worth handling honestly. But on the question as asked, the New Testament position is plain: the Spirit is given when a person comes to Christ, and the Christian life from that point is a matter of walking by the Spirit who is already given, not of waiting for him to arrive.
So I say, walk by the Spirit, and you will not gratify the desires of the flesh.
Galatians 5:16 (BSB)
